The availability of a CBDC could facilitate currency substitution in third countries with instable currencies and weak fundamentals. It might facilitate digital “dollarisation” in such countries, leading to the full or partial replacement of their currencies with the CBDC for local payments, as a savings vehicle and, ultimately, as the unit of account. This would strengthen the global status of the currency in which the CBDC is denominated but would also reduce monetary policy autonomy in the economies concerned.

Finally, attention should be paid to the risks to stability that might arise if a central bank does not offer a digital currency. One concern could be a situation in which domestic and cross-border payments are dominated by non-domestic providers, including foreign tech giants potentially offering artificial currencies in the future. Not only could this threaten the stability of the financial system, but individuals and merchants alike would be vulnerable to a small number of dominant providers with strong market power,[

] and the ability of central banks to fulfil their monetary policy mandate and role as lender of last resort would be affected. Issuing a CBDC would help to maintain the autonomy of domestic payment systems and the international use of a currency in a digital world.

The E.U. Commission announced today, June 2, that it was creating a new partnership with Bill Gates' Breakthrough Energy Catalyst program to boost investments in clean technologies.

The hope is to accelerate the net-zero economy of the E.U. by pumping new investments of up to $1 billion between 2022 and 2026 to build large-scale, commercially viable clean technologies, all while significantly reducing CO2 emissions.

As Ursula von der Leyen, President of the European Commission, said "With our European Green Deal, Europe wants to become the first climate-neutral continent by 2050. And Europe has also the great opportunity to become the continent of climate innovation."

It Might Be Time to Switch Over to a Faster, More Resilient Internet Protocol

The new internet transport protocol QUIC could replace the beloved TCP.


Can the internet get an upgrade? From Transmission Control Protocol (TCP) and Internet Protocol's (IP) inception in 1983, which some people see as the start of the internet, it certainly has seen upgrades over the years, but it seems there's still more room for improvement.

QUIC is a new encrypted transport layer protocol, which means it's designed to make HTTP traffic faster, more secure, and more efficient. As Emily Green from NordVPN explains, QUIC takes all of the best qualities of TCP connections and TLS encryption and implements them on User Datagram Protocol (UDP), and ultimately makes everything better.

QUIC is often used for apps and services that need speedy connections — something gamers, streamers, or anyone regularly switching between WiFi and cellular networks use.

QUIC's technology has been tested over the past few years, and just last week the Internet Engineering Task Force officially published QUIC as a standard. This means that the standard is mature enough to for widespread use.
